In an interview with Tom Waits - ‘Tom Waits Makes Good’ in LA Times Magazine, February 22, 1987, compiled in the book Innocent When You Dream: Tom Waits Collected Interviews’ he says
‘Like the guy in prison who made a tattoo machine out of a Bic pen, a guitar string, and a cassette loader. Some red ink.’

I just stumbled on this, I don’t know if it’s what inspired the line though. The book was published in 2005...they could both be paraphrasing an old story or something in one of the Beat books
